Review Begins Over Cash-Strapped Town Council

A REVIEW over the future of cash-strapped Brierley Town Council is underway after its former clerk stole £700,000.

Barnsley Council has started the year-long review, which was prompted by a petition signed by almost 1,500 in the village two years ago.

It couldn't take place when the petition was handed in because of court proceedings against the town council's former clerk, Jan Cooper. She was jailed in October after swindling £700,000.

The number of petitioners was enough to trigger a 'community governance review' - which can grant Barnsley Council the power to abolish the town council.

Cooper, 52, left massive debts and condemned thousands of householders to pick up the bill.

Forged loan applications were made in the council's name and she squandered the cash on Mediterranean cruises, lavishing gifts on friends and other outlandish gestures to make herself popular.

Cooper had a history of false accounting and theft from employers and in 2003 was jailed for three years for helping herself to £800,000.

She maintains she has no recollection of her crimes, but was given an eight-year prison term.

She'd already done 3 years in 2003 for false accounting, yet Brierley town council took her on in what must have been another role that involved accounting? Surely her family and friends must have been aware that all the holidays and gifts weren't coming from a clerk's salary?

No wonder Brierley Parish council had the highest precept across the entire borough when I was looking at living there. It's been blown on cakes and topping up her suntan. Should get shut of them altogether. I bet it's like watching the victory of dibbley at one of the meetings :-)

First off who gave her the job and why wasn't her c.v checked by the local council
2 if it was checked why knowing she had a criminal record was she not supervised and records scrutinized.
3 Didn't any official of the council pick up on the deficit at the annual audit
4 why wasn't the forged loan applications checked by the bank

This "Woman" (I use the term loosely) already had convictions from a previous employer for embezzlement , which she disclosed to BMBC either on her application form or at interview stage. Ant the CHOSE to go ahead and employ her in full knowledge of this !! This £700,000 should be repaid directly from the personal accounts of the Board or of every individual who thought that employing this thief was a good idea !! I know BMBC are not the brightest organisation in the World, but good grief !! This error of judgement just GAVE that money to her ! An utter disgrace !!

Giving a job to a criminal to handle the books means that proper recruitment checks couldn't have been carried out. Cock up or conspiracy.. I know which one I believe it was.

Incompetence ??? Barnsley council ? ..... You don't say

Reply Posted by Richard on Wednesday January 22 2014 at 22:05
Let's face it, she stole only a fraction of what BMBC waste every year, so its hardly noticeable!

Your talking about a council that due to an "oversight "? Now owe their residential workers £1000's and consequently are looking at losing their jobs !

I have genuine compassion for those losing jobs. BMBC is run by fools unable to manage much other than keeping their noses out the trough and blaming everyone except themselves for the main issues under their control.

How many more massive problems must we read about regarding the local council and its catalogue of errors?

Here here ! The threat of job loses has been held over employees heads as a consequences of the councils own incompetence because they now have to pay out what they owe to workers !! But it comes at a price out jobs !! ..... And who's fault is that ?

Reply Posted by Richard on Wednesday January 22 2014 at 22:23
Well its clearly the fault of the Labour Councillors! Trouble is, they will try to blame anyone but themselves...... its on their DNA.

Meanwhile, in other news they will also be taking a pay rise as soon as its available.... and of course continue employing spouses at managers rates just for them to make the tea!
