Council Responds To 'Outraged' UNISON

Friday October 25 2013

BARNSLEY Council has responded to an 'outraged' trade union after it was found the local authority is paying an external consultant £11,000 per month.

Dave Finnegan was brought in by the council to implement £2million worth of cuts and has drawn up plans to cut 44 front-line lobs, including refuse collectors and highways maintenance workers and to downgrade a number of other posts at the council’s Smithies depot.

UNISON has said it's 'outraged' by the figure and the comments allegedly made by Finnegan while addressing a meeting of the workforce.

It's claimed that Mr Finnegan was asked about his £12,000 salary and his reply was to say that he is not paid £12,000 a month and it is in fact just over £11,000.

UNISON branch secretary Brian Steele said: "Mr Finnegan’s comment was insensitive and ill-judged.

"He was addressing hard-working people who do essential front-line jobs and who are facing redundancy and pay cuts of up to £4,700 per year as a result of his proposals."

Sir Stephen Houghton, leader of the council, said: "We are paying in line with market rates for an assistant director position, which is less than the figure quoted.

"The consultant has been appointed as an interim arrangement to help us drive service improvements while reducing costs.

"He has helped us to identify over £2million savings through improving our use of resources, maximising the use of vehicles and targeting our work on the areas of greatest need.

"This is not an additional job in the council. The cost is partly covered by the senior management post which has been vacant in this area since October 2012.

"We have now made a permanent appointment to this post. We are grateful to the interim manager for the work he has done in very challenging circumstances."

its ridiculous the council need to pay some one this huge sum to tell them where to make the savings the council should not be paying any director wages at all , talk about wasting tax payers money

What a load of tripe! Maybe if they are paying market forces they at least get someone professional e.g. Someone who doesn't sit there smirking while he's telling you your jobs at risk or saying things like "some of you will have a good Christmas and some of you will have a crap Christmas" or "I'll have you out by the end of march" or sending confusing e-mails to staff and buggering off on holiday for a fortnight or his best phrase "fair days work for a fair days pay" mmmmmmmmm bit ironic that one. If only the union had witnessed stuff like that and brought it up earlier......... errr hold on, they were there!!

Breaking News.....Labour Barnsley Council in wasting their tax payers' money SHOCK!!!

Why Sir Stephen has bothered to respond to this farce is beyond me, why not just ring Brian Steele and "have a word", Brian is a Labour Party man and is fully aware of what has been and what will be happening. Once more they are playing out a drama for the benefit of themselves and deflecting from the truth.

The Barnsley Labour Group and Barnsley Unison, are in my opinion and have been for years, one and the same.

Wtf!!! I know a good way of saving bmbc at least 11000 a mth. Get rid of him. how stupid is the council. they take hundreds of the poorest people in barnsley to court for £100 council tax bill coz bmbc decide everyone should have to pay even if you dont have the money to pay someone that ridiculous amount its beyond disgusting. I bet I could do his job from home. Ive never had much money so i have to budget all the time n i only get £500 a mnth. I saw a document that stated that last year bmbc payed 8 people more that £100 000 a year. Get labour out! theyve turned our once brilliant town into a dump.

Did I hear you right Mr Sir Steve Houghton, saying you did right to bring in a Dictator or did you say a dodgy director. If you have had to bring some one in to do your jobs, what on earth are we doing paying all the Councillors for, surely you cannot pay all these useless hanger onners who obviously don't know how to deal with a crisis, start with the redundancies from the people who was supposedly doing the job that you have had to bring in to solve a job that you lot have aloud to get out of hand in the first place especially those that can afford to loose a thousand or too without it making any difference to there weekly carry on,not them that can't aford to loose a pound or too that is going to cause them hardship!!!!

Everytime Barnsley MBC has to make a decision about anything they have to bring in consultants. Then tell me what's the point of the council.?? Perhaps we should get some consultants in to run the council and sack all the councillors.??

Splashing out on consultants to slash the wages of the low paid workers, nice! I'm not a council worker, but at one time the council employees were on good salaries, now I would say they are below the average. so wrong for them to be able to cut someone's salary and still have them doing the same work and same hours, even if the job descriptions are changed slightly to make it legal. they are thieves that should be locked up!

Reply Posted by diane conway on Friday October 25 2013 at 13:23
Its simple sack him there by saving 11 grand a month and keep the rest of the workers on.

Reply Posted by shocked on Friday October 25 2013 at 14:10
but how long has he been getting paid by the council because a quick google shows he was getting paid by them in 2011 when does interim stop being interim

Reply Posted by bad ass on Friday October 25 2013 at 15:39
he stops in march 2014 and then comes back at the end of march 2014 to do it all again for 2014 and then 2015 so their is going to be 3 years of cuts from this git

To say Houghtons out of touch is an understatement, he is a tory lapdog, hence the Sir they added to his title. His main job in the last 5 years has been to reside over tory cuts, he doesn't even do that, We also know hos much the other senior members are getting per year now at BMBC if its inline with otehr salaries. Tell you what BMBC instead of cutting the number of staff, how abaout cutting your senior salary and pension packets, I reckon a good number of staff could be saved. Needless to say though Houghton and his cronies ( who have received the most payrises in the last 15 years) will already know how safe they are. It's not likely mr 11 grand a month is going to come up with propsals to cut the fat at the top when they are his paymasters

Reply Posted by STEVEO on Friday October 25 2013 at 15:24
Said exactly the same on many occasions guesty.

Reply Posted by speedy on Friday October 25 2013 at 15:17
any one noticed how Houghtons nose is getting browner each time he gose to London he's lost touch with the people of Barnsley I would rather have the chuckle brothers in charge of the Barnsley council

Reply Posted by Ex employee on Friday October 25 2013 at 17:26
Unfortunately speedy the whole chuckle family have been in charge for a few years. That's the problem.

so nearly £12k a week for a non-job.

Just how much have BMBC paid to "consultants" over the years?
It is evidently clear BMBC have absolutely no idea how to run a bath never mind a council.

Reply Posted by Tony on Friday October 25 2013 at 16:03
Is this the same chap?

Got a nice payoff after some "very sensitive disciplinary issues".

Don’t forget people the 11k a month is on top of the golden handshake deal he received from York Council

Reply Posted by Tina Peas on Friday October 25 2013 at 19:11
Have I been reading Sir Steve's response correctly....?
David Finnegan post was part paid through the money assigned to a senior management post which was vacant since 2012.
This post has now been filled permanently so why the hell is Finnegan still there? And where is the additional money coming from to pay Finnegan...... Oh it's Tax Payers money AGAIN !! When are they going to realise that Tax Payers money is real money and not monopoly money.
And for a post of this calibre did BMBC fail to seek references? Or was he appointed on the grounds of “WHO” you know and not “What” you know............. The whole thing STINKS!!

£millions have been spent on consultants over the years,, there's enough intelligent people in Barnsley ,, who could run the business ,, but alas this will never happen until the Labour Party is out of barnsley ,,
Take Dan Jarvises chronical statement about how he justifies his expenses , he can't even pretend to be a labour MP .
An as for sir Steven he,s just waiting for his next job (retirement ) with a big fat pension an probably consulting on the odd day.
Another point about expenses not one councillor or MP as come out an said
" over a £million on expenses seems a lot for little old barnsley "
But who cares

The old AD jumped ship as he saw what was coming the ED also left. They employed Dave Finnegan on double the previous AD salary to make the cuts and he went too far. They restructured and moved the AD post from the highway authority side in the town centre to smithies depot and then "Dave" has employed a new AD and commercial manager with "no" highways experience... they both have basically waste experience and no engineering background and all because Dave Finnegan was a waste and recycling man. It is going to be a disaster full stop!!!!! Well worth £11k a month the moron!!

So, the question is: WHAT ARE YOU ALL GOING TO DO ABOUT IT? I will tell you, NOTHING! About time we all organised a protest on the Town Hall steps and got this team to be more "open".

Reply Posted by To Womble on Sunday October 27 2013 at 15:25
Well Womble, it's as easy as putting a cross in a box on voting day and voting for a party that is NOT Labour! Simples

Reply Posted by dave finnegan on Sunday October 27 2013 at 18:05

I am not 100% but didn't 'Sir Steve' get his knighthood from the Labour government (Tory lite). Considering the current austerity issue across the UK, this was probably a good time for the council leader to keep his 'gob' shut.

Reply Posted by T on Monday October 28 2013 at 11:17
Wow. Lets pay some one £11k a month to reduce operating costs? I honestly can see the logic there. Credit to Barnsley Council and the guys who authorized this spend, the bunch of idiots.

Out with the Council!

Reply Posted by Cyril the Squirell on Monday October 28 2013 at 16:45
Well Dave the Cat many a true word spoken but you left out the £200k DF is spending on ipads to replace paper!!!!! Money well spent - bloody likely

Why do people just talk about what should happen stick together and make things happen only us can do it
Stop paying tax towards the council force a shutdown and run it ourselfs am sure there is enough intelligent people out there in barnsley that can run it they take the piss take our money sit and laugh and rake it in

Reply Posted by Richard on Monday October 28 2013 at 21:39
P, in theory its a great idea. Please don't take this as condescending, as it may help others understand too. Unfortunately, it takes organisation, communication and funding (that is efficiently managed) to run a Council, which is why they have people elected via local elections. These people in the Council are elected by the voters (the people that want the things done for them i.e.bin collections, pot holes fixed etc) and are entrusted to do so. Currently with the Labour Council, organisation clearly isn't sound. Communication isn't all there either. Funds are mismanaged, this is evident.

The best way to get the Council how you want it is to either vote for an alternative party to run it at the next local election or become a councillor and do the campaigning yourself and gather support.

In my experience (seen and heard personally, with supporting documents to prove so), Labour have been incredibly dishonest (much more so than their competitors) and use underhand tactics and lies to try to win their elections.

Richard.. you are surely a tory, its about time Richard you came out of the closet, wake up and see what the tories are doing, for 1 creating a greater divide between the rich and poor,2,getting the low paid workers to turn against the unemployed,3 states Cameron against zero hrs contract and then visits the worst company asos for doing it,he is a complete waste of space, abit like your comments,,RICHARD WAKE UP

Reply Posted by Richard on Tuesday October 29 2013 at 18:51
Hmmm, the above comment is suggesting I wake up? Was there something inaccurate with what I said in my last comment? Seems some are still snoozing themselves, particularly if they still think Labour are doing a good job!

Who's the new appointment that Steve refers to ?? Would that be the same bloke paid over £100k in the chief execs new post. Does he get paid more for doing 2 jobs?
