Private Lane A 'Disgrace'

Thursday August 29 2013

A PATCH of private land has been labelled as a 'disgrace' due to the amount of rubbish dumped on it.

The land, at the back of Diamond Street behind the High Street in Wombwell, has been a target for fly-tippers for years and, among other things, is strewn with mattresses and household appliances.

In the past fencing has been erected in an attempt to keep dumpers out but this was ineffective as it was simply pushed over.

As it's privately owned, the council cannot clear up and secure the site as easily as public land, but Cllr Dick Wraith said more should be done to put pressure on the landlord.

He said: "It's very frustrating. I've asked a number of times for the council to write to the owner but nothing seems to have been done.

"The problem is, if the rubbish is left there, more people will see it and think they can dump their stuff there too."

Catherine Potter, of Potter's butcher's shop on High Street, said she thought the land was a 'disgrace to the area' and caused security and health issues for the shop.

"It's disgusting that people are are prepared to dump stuff there but someone needs to get to the bottom of it," Catherine said. "It's going to attract vermin and is an eyesore, the landlord should take some responsibility."

Council spokesman Coun Roy Miller said: "While we appreciate the impact that fly tipping on private land and property can have on the immediate vicinity, we have limited powers at our disposal unless the tipping is having a demonstrable effect, such as attracting rats, polluting water, spilling onto other land, and so on.

"We can enforce clean up action if this is the case. Otherwise, the onus remains on the landowner to take action to secure their sites and remove the waste, although we're always happy to advise them as to their responsibilities and how to make their site safe."

Residents and business people are right to be annoyed and angry at the lack of responsibility shown by some private landlords. Cllr Wraith, Cllr Miller and many more of my Council colleagues spend a lot of our time trying to keep areas of our wards clean and litter free. With the substantial cuts to Council budgets less money and fewer staff will be available to help do this work. Please help us by reporting fly tippers particularly if you know who they are or can get vehicle registration numbers which may lead to prosecution of the guilty party.

Oh dear council employee complaining about cuts yet again.
If it means that much to you council employee or councillor then why not get it cleaned up and charge the Landlord, problem solved.

Actions speak louder than words.

Get your head out of your arse Stevo, people are losing their jobs and all you can do is piss and moan on here. People should realise that the council isn't a psychic corporation and isn't going to know about some things unless told and because this is private land the council can't just go on to it for work purposes. The landlord needs a kick up the back end and should be notified to clean up their land and given a periodic fine until it is cleared up!

Wind your neck in arsehole, was obviously a dig at the "councillor" that wrote the post not the people that do the work.

Irrespective if the land is private or not and depending on exactly what has been dumped Environmental Health can get involved, get it cleaned up then charge the landlord accordingly.

There are enough staff employed by the council to note every incident of fly tipping. Is it not their job to report such matters to the relevant department the next time they are on duty?

While I am not a council employee, I have reported incidences of fly tipping, by both e-mail and telephone, and on many occasions nothing has been done about the mess and it has remained insitu for weeks.

I agree with Stevo..............stop complaining Mr Wraith, clean it up and charge the owner of the land. Trouble is the councillors always need something to moan about instead of getting things such as this done. Our Councillor is brilliant and does get things done but Wombwell ones are all talk and not a lot fo action

I don't blame local residents and business including the council for complaining about this. It shouldn't be up to the Council to sort out this mess all the time in Barnsley. Those fly tipping so get off their fat arses and go to a proper 'dump it' and dispose of their rubbish properly, not dumping it down the street. They're just idle b******s if you ask me!

Not saying fly tipping is right, far from it but maybe the people that have dumped that rubbish have the same problem as me and privately own a pickup truck, not for commercial or trade purposes but just for convenience, I am on the council permit scheme and get a book of 12 permits to dump private waste like old furniture and garden waste, but my book was late being issued recently when I had done some work in my garden, when I phoned to ask if I could dump it correctly as a one off they flatly refused me access," because the computer said no!", i even offered to pay bu tI had to leave the stuff on the front lawn for a week while I phoned Charlie Wraith to sort it, i must admit I was tempted to take it somewhere quiet and let the council collect it, like they do with all the rubbish the travellers quite happily leave for collection at our expense. So maybe others are not as patient as me with the councils stupid rules, or are just fed up with them pandering to the travellers and getting short changed. Don't want an argument its just a comment.

cllr Dick Wraith is one of Barnsley highest paid Councillors on the Council. just short of £30000 last year. He has. To be seen to do something in the public eye to justify his pay packet. it's a pity he did not put enough effect in to the closing of Wombwell Baths and Highfield Grange. Has for dumpingrubbish etc. He wants to put his hand over his mouth. Mr Wraith take a walk down Wombwell High Street and see the rubbish left every day by the by the 20 or so licensed takeaways. see the weeds that are growing in front of every building and shop front.

Get the departments in the council to do there job and name and shame these private Landlords and use the LAW to sort things out.

Mr Wraith you carnt be the best thing in the Town Hall one day and then expect the people of Barnsley And Wombwell to fall for your por publicity press stunt.

The private landlord has obviously taken quite a few steps already to try and prevent this from happening.

The council have recently started charging to collect large waste. It used to be free, twice yearly.

In the end, it's down to either the police to stop it, or the Council to collect the rubbish free of charge.

They don't. There's your disgrace.

Just for once, use some common sense and a bit of humility and empathy (I know that's probably asking a lot, especially in Barnsley) and imagine someone kept dumping rubbish in your garden. Then people coming along a telling you your a disgrace and charging you a fortune to collect it.

This idiot councillor probably lives in a closed or regularly patrolled estate, well out of fly tipping zones. The fact is, he should throw himself on that heap of garbage and rot.
