Controversial Civic Clock Unlikely To Work Again

Friday November 8 2013

The Civic clock The Civic clock

A CONTROVERSIAL £32,000 clock which sparked outrage when it was unveiled is unlikely to ever work again.

The glass-panelled clock was installed on the Hanson Street side of the Civic building five years ago, dividing opinion between those who loved its modern design and those who struggled to tell the time with it and thought it was a waste of money.

The Civic's chief executive Helen Ball, who was appointed earlier this year, wanted to get it working but efforts to get the 40-metre wide electronic device ticking again have proved unsuccessful.

She said they have been in touch with both the company who installed the clock and another specialist clock maker, but neither are able to repair the clock due to it being a one off design.

"Neither the installation company nor the trust have been able to contact the original designer," she said.

"The installation company has offered to replace the clock with an alternative at a minimum cost of £15,000."

But she said Barnsley Civic Enterprise Ltd, the trading name for the Civic, doesn't have the money for a replacement and is instead focusing on developing its new business plan, income generation and finding a new tenant for its café.

The clock was created on glass panels and features 24,500 tiny bulbs supposed to light up to form red lines representing the hands of a clock.

When functioning there was a long line for minutes, a shorter line for hours and a red dot for seconds.

The designer, Bristol-based artist Walter Jack, whose idea was chosen by a panel with representatives from Barnsley Council, building users, the Arts Council and a firm of architects, claimed it was 'easy' to tell the time.

What do you think to the clock? Would you like to see it working again? Have your say below.

Unbelievable!!!!!
Didnt the people who approved this to go ahead think to ask questions about what would be put in place in case of a breakdown of the clock
Wasnt this negotiated to be included in the original price
Yet another blunder

The long line is minutes and the short hours, just as it says in the article, but since you've failed to succeed in reading that, I'm not surprised you can't tell the time by the Civic clock. Although to be honest I can't see who it helps in terms of telling the time other than students in Mandella Gardens or walking up and down Regents Street, although they could just look up at the Town Hall.

Why doesn't someone ask the electronics dept at Barnsley Tech to have look, One of the students would be able to sort that out for a packet of cigs

Reply Posted by Peter H on Saturday November 9 2013 at 08:02
Sounds good that Neil, but didn't council in their wisdom get some kind of gaurantee? I wouldn'y buy a watch that didn't have one.

Reply Posted by Neil on Saturday November 9 2013 at 15:25
I'm an electronics engineer & fix most of my stuff myself so guarantees never usually cross my mind but If I'd laid out that much money yes I would have expected one :)
I sure there most be a local electronics firm or even the college would be able to sort it for a fraction of the cost

And yet again another waste of our money, what the hell are this council doing, its about time the lot of them went..... But as we are in Barnsley everyone will vote for their labour candidate as their fathers before them...... we need a change in the town, please look at the bigger picture and the future of the town....

Reply Posted by dd on Monday November 11 2013 at 18:21
so yet again. bmbc walk away from yet another fiasco. WHATS NEW ? tossers
the lot of them.

Reply Posted by John on Monday November 11 2013 at 18:51
Well, we have the clock, so it might as well be fixed...
However, the council are looking in the wrong place.. clock and watchmakers deal with springs and cogs.. not electronics... It's like going to Fosters bakery because your toaster doesn't work..
Neil hit the nail on the head here... get an electronic technician, or maybe as Neil said, an electronics student to have a look at it..
As an electronics technician myself, I will say, the actual workings of it will be fairly simple.. But there's no way on God's earth this council would get me to fix it.. Maybe if they all resigned, I might be tempted.

Reply Posted by sparky on Monday November 11 2013 at 18:57
What about the cost of up keeping the 24,500 bulbs tho john? Isn't there an old joke that goes on about how many councillor workers does it take to change a light bulb? God, the cost would be ginormouse.

Reply Posted by Fed up on Monday November 11 2013 at 18:59
There will be an invoice with his name and address on. Why don't the council check the electoral roll. If the designer owed rent or council tax they'd find him. Typical of our slack council. Thick as trees

Reply Posted by John on Monday November 11 2013 at 19:19
With any sense, these will be LED's and should last for many years, also costing far less to run.

A suppose the top Councillors will not be claiming fame for yet another costly flop ?

Reply Posted by June on Tuesday November 12 2013 at 06:53
If it's never worked properly why did they pay for it?

If I'd bought a clock that didn't work I would demand refund, repair or replacement not forking out more money to pay for repairs,

Why are the legal team not on it?

Never noticed it before, but it doesn't look anything like a clock. It looks like glass pannels. What a waste of money!

Reply Posted by Roy on Friday November 15 2013 at 02:33
The clock would look better with the Halo above it, and a bobby there so you could ask the time.

Did anybody check the fuse??

Reply Posted by Ben on Friday November 15 2013 at 08:52
Just so many of you know, the Civic was by no means funded by the taxpayer, so the claims to "bury the councillors under the rubble" are completely unwarranted. If you take a look at the history section on the Civic website, you can see clearly that it was funded by Yorkshire Forward, Objective One and SRB6, along with the Barnsley Development Agency. There were many agencies involved in the building of Barnsley Civic, and the council only acted as a voice for the people in this process. I think it's highly unfair that you're all slating them on here without looking at the facts first.

Ben@ No we sould not slate the councillors has there are doing a wonderful job..Waky road for one,pay a consultant £11K a month,.Never waste money..BEN sorry there deserve everything there get..waste money and no thought for the town..

Reply Posted by Ben on Friday November 15 2013 at 09:01
There's obviously no hope. No one was talking about Wakefield Road here. There are some cracking councillors that do a wonderful job. Without them Barnsley would be a much worse place to be. It certainly seems that when things go wrong, who shall we blame? The council. You should probably do a bit of independent research instead of simply believing everything you read in the anti-authority Chronicle, which of course funds WAB, perhaps you'll get the bigger picture that way.

Reply Posted by christine kilkenny on Friday November 15 2013 at 09:04
Ben@ You are or a family member of a Councillor to come out with so much rubbish..Name any good thing which has benefited Barnsley..

Reply Posted by Ben on Friday November 15 2013 at 09:11
I'm by no means related to any councillor; my familly couldn't be any less apolitical. I just don't take what I read in the chronicle as gospel. You evidently don't know any. I know some exceptionally selfless councillors who work tirelessly to make the town a better place. Look at the civic before it was regenerated. It was empty from the late 1990's until 2005, which, I repeat, was NOT funded by the council.

Reply Posted by Ben on Friday November 15 2013 at 09:13
Apologies, that was meant to say: my family couldn't be any more apolitical

Reply Posted by christine kilkenny on Friday November 15 2013 at 09:15
Ben@ I rest my case...the long list of good things you described the councillors have done...says it all..Running Barnsley into the ground..The water features,,the giant nitcomb..WASTE WASTE WASTE of money..Fix the pot holes first..

Reply Posted by Ben on Friday November 15 2013 at 09:19
Hahaha! Pot holes! Wonderful. If you're so angry about it, why don't you get out of your armchair and do something about it? Stand for councillor, write to your councillor, get involved. That's what democracy is all about. It's all well and good criticising without offering any viable solutions to the problems you're putting out there. If it wasn't for the leadership of BMBC we'd still be a post-miners' strike town. If you could do a better job, why don't you do it?
