BYELAWS could be brought in to stop people climbing the sculpture dubbed 'The Rusty Comb' outside Barnsley Town Hall.

The council also wants byelaws to prevent people polluting the fountains, and those breaking the rules would face a fine. Barnsley Council's ruling cabinet will consider the rules on Wednesday.

The report outlines proposals to prohibit anyone climbing on, or hanging from the sculpture in the new square.

There would also be a penalty for anyone polluting the fountains with washing-up liquid, washing powder, bubble bath, detergent or other substances.

It said many enjoyed using the new facilities but a few had already started to misuse them. BMX cyclists and skateboarders treating the area as a skate park had caused damage to stonework, benches and plants.

Having had two people scale the sculpture's heights, it was inappropriate to apply anti-climb paint to the sculpture, which is on loan, because of its international importance.

Other measures put forward include CCTV surveillance, warning signs, patrols of the area, and work by a 'town centre ambassador'.

I dont believe there is a byelaw for climbing a rusty ladder.
But im sure there is a byelaw for dumping rusty metal even if you have concreted it in

Surely the highly paid officers and elected members of Barnsley Council should have given consideration to these issues when deciding to create the town hall gardens in their present form. Then again, this is Barnsley council that we are talking about.

To everyone commenting; the statue is there, stop complaining. I don't see any of you lot sculpting anything to take its place. I'm so tired of people in Barnsley bitching CONSTANTLY. Find something better to do with your damn time for a change.

I think the ppl who complain about it are the ones who don't like to see change/improvement? I agree the 'comb' wouldn't be my first choice of design, however it is far better than what we had before. I just wish it was as easy to bulldoze down the old fashioned small minded town folk, and the smack heads, and start building a new more optimistic generation!

its always cctv because i does not stop anything happening but helps finding the people to take money from them afterwards, and that is the best outcome for local government "money in the coffers"

So maybe one of the next projects could be a skateboard park? I'm no skateboarder my self lol n neither are my kids, but I can imagine that for those who are it is pretty darn frustrating that there's nowhere to skate! Real skaters/bikers are quite talented and dedicated to what they do, they are not out to cause trouble, they simply want to skate, or correct me if I'm wrong. Give them somewhere to go, a proper flood lit fully kitted out park, and they will hopefully leave the places where they're not supposed to be, and would gather in the skate park? Just my opinion :)

Solve to problem take the rusty awful load of rubbish down , no need then for extra money being used (which the council are always saying they haven't got) and kids will be kids no matter how old if there is water, what did they expect. if they'd a brain cell between them they should have known before it was built, what essential things we need in Barnsley and areas around could that money have been spent on .
